Comprehensive Recommendations to Sustain Coastal Louisiana

Program Components

Staff – Develop a team of coastal specialists who will provide technical advice for the website, and on-need review and critique coastal restoration plans in regard to the Multiple Line of Defense Strategy.  All Louisiana project proposals would be reviewed and critiqued, including federal, state, local and private restoration proposals for the entire coast of Louisiana.  Findings of the Multiple Lines of Defense Assessment Team including the Comprehensive Recommendations Supporting the use of the Multiple Lines of Defense Strategy to Sustain Coastal Louisiana will be posted on the website with clear rationale and explanations.  The intention of these recommendations is to demonstrate the application of the Multiple Lines of Defense strategy in real-world examples and at the same time provide some external review of ongoing coastal planning.  

 

Website - Develop a Louisiana Multiple Lines of Defense Assessment website.  This website would be a repository and focal point for information and dialogue related to the Multiple Lines of Defense Strategy applied to Louisiana.  This would include a library of related documents and links to planning throughout coastal Louisiana for both coastal restoration and flood protection. It would include mapping of coastal proposals throughout the coast.  The website would encourage and facilitate two-way communication to the public at-large so that new ideas, critiques and dialogue are generated.  It may have a “blogging” component to the website. It will be a dynamic interface that, over time, facilitates dialogue to refine and improve coastal planning utilizing the Multiple Lines of Defense Strategy.

 

Contracted support – Additional technical expertise will be needed to supplement evaluations or other technical issues.  Services of engineering or science services may be contracted for specific scope of services for particular needs such as modeling or habitat evaluations.

 

Outreach – Public outreach is necessary to establish a level of awareness for success of the website and assessment team. Outreach would include electronic and hard copy notification to the public and appropriate government agencies, NGO’s, etc.  Press releases will be utilized to expand notification to the public.

 

Oversight – Oversight of the Multiple Lines of Defense website and Assessment Team would be by LPBF and the Coalition to Restore Coastal Louisiana.  Oversight would include implementation and maintenance of the webpage, contracting, directing the assessment team and evaluating the performance of both.  Evaluation would include periodic questionnaires and interviews to assess the achievement of project goals. Since the grant award is requested for LPBF, ultimate accountability for success or failure is with LPBF.

Funding for this website and development of the Assessment Team is provided by a grant by the McKnight Foundation.
